This is an original 3rd Reich document from 1941. It does, however, contain the facsimile signature of Otto Meissner. Beware. These are very realistic and can be difficult to authenticate. So look for how even the ink nib pressure is on the paper. It shouldn't be the same from start to finish. If there is a cross-over (e.g. the cross bar on a 't' etc.), then this intersection will be darker. Also, compare with other signatures from that person on the internet. The image below is an example from an auction site. The signatures are the same. A copy like the one is approximately €40.
