Belgium — German Occupation, 1941. Complete perforated miniature sheet of nine Secours d'Hiver / Winterhulp (Winter Relief) semi-postal charity stamps, issued by the Belgian Postal Administration in May 1941. The nine stamps depict the arms or emblems of Belgium's nine provincial capitals and carry compulsory charity surcharges for Belgian Winter Relief. This was the second version of designs first issued in December 1940. The sheet is the perforated form (Michel Block 9A) and bears multiple BRUXELLES–BRUSSEL 1 cancellations dated 16 June 1941, during its period of postal validity. The arrangement of the cancellations indicates that the complete sheet was most probably philatelically cancelled rather than used conventionally for postage. Secours d'Hiver/Winterhulp was a Belgian wartime relief organisation established under the conditions of German occupation to provide material assistance to civilians suffering wartime hardship.
